A federal grand jury in New Haven returned a 37-count indictment on Mar. 24 charging Jessly Guzman, a former resident of New Britain, Connecticut, with multiple tax fraud offenses related to the preparation and filing of false federal tax returns. The announcement was made by David X. Sullivan, United States Attorney for the District of Connecticut, and Thomas Demeo, Special Agent in Charge of IRS Criminal Investigation in New England.
The case highlights ongoing efforts by federal authorities to address fraudulent practices within the tax preparation industry. According to the indictment, Guzman operated Jacky’s Multiservices LLC in New Britain and previously established Molina and Family Construction LLC (MAFC), a business that ceased operations around 2014.
Prosecutors allege that between 2019 and 2022, Guzman falsified information on certain clients’ tax returns to reduce their liabilities or increase refunds and credits. The indictment states she fabricated Forms W-2 for some clients showing false employment at MAFC with fictitious wages and withheld taxes. These documents were then filed with both the Social Security Administration and the Internal Revenue Service. Additional allegations include preparing false Schedules C for business expenses or losses, false Schedule E forms for rental property losses, as well as fabricating education expenses and credits.
Guzman is also accused of filing false returns for herself and her spouse claiming wages from MAFC along with fabricated federal withholding amounts. She faces 33 counts of aiding in preparing false income tax returns and four counts of making or subscribing a false return—each carrying up to three years imprisonment per count if convicted.
U.S. Attorney Sullivan said: “An indictment is not evidence of guilt. Charges are only allegations, and a defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt.” The arraignment date for Guzman has not yet been set.
The investigation was conducted by the Internal Revenue Service’s Criminal Investigation Division. Assistant U.S. Attorney Peter S. Jongbloed will prosecute the case.
