Devell Conley, a 39-year-old man from West Haven, has been sentenced to 21 months in prison for violating the conditions of his supervised release. The sentence was handed down by U.S. District Judge Janet C. Hall in New Haven.
Conley was previously convicted in May 2019 for distributing fentanyl, heroin, and crack cocaine. He received a sentence of 78 months in prison and three years of supervised release after an investigation found he had supplied drugs to a woman who later died from an overdose. Conley was released from prison in January 2023.
While on supervised release, Conley was arrested twice: first by New Haven Police in August 2023 for possession with intent to distribute a controlled substance, and then by West Haven Police in November 2024 for sale of a narcotic substance. He pleaded guilty to both charges in Connecticut Superior Court, receiving an 18-month sentence for the West Haven offense and is awaiting sentencing for the New Haven case.
In addition to these arrests, court records show that Conley repeatedly tested positive for controlled substances while on supervised release. He was also found with a device intended to defeat drug tests, failed to inform his federal probation officer about changing his residence, and submitted fake paystubs as proof of employment.
After admitting these violations during court proceedings, Judge Hall revoked Conley’s supervised release and imposed the new prison term without any additional supervision following his release. According to the U.S. Attorney’s Office, “David X. Sullivan, United States Attorney for the District of Connecticut, today announced that DEVELL CONLEY, 39, recently residing in West Haven, was sentenced yesterday by U.S. District Judge Janet C. Hall in New Haven to 21 months of imprisonment for violating the conditions of his supervised release that followed a prior conviction for distributing narcotics.”
Conley has been held in federal custody since January 29, 2026.
